Home to more than 327,000 people from 217 cultures and with 50% of residents aged below 30, Logan is a vibrant and youthful cultural melting pot craving a civic heart to bring people together.
The Logan Central Civic and Community Precinct Plan is a key urban design instrument providing strategic “real” directions guiding the Precinct on how to stitch together 40 hectares of parkland, civic administration, public services, sporting and entertainment venues into a cohesive, community engaging, safe, and economically active destination.
The network of parkland, paths and plazas unifies and connects existing built form and recreational assets, whilst setting in place a framework and strategies for population, economic and social growth.
Extensive stakeholder consultation was undertaken in close collaboration with LCC’s Place Making team including community consultation through the Have Your Say portal. The consultation informed and validated the Precinct Plan focus upon providing safe precinct connectivity and activated places for communities to gather and celebrate.
Ultimately, the Logan Civic Precinct Plan establishes a framework with all the ingredients from which a liveable and activated community will flourish. It is intended as a high-level blueprint, not a how-to manual. It provides a list of key ingredients, but the herbs and spices and the place magic will be added into the mix through design developed and delivered across multiple designers across many years with many community and Council champions.
What were the challenges?
The project commenced as COVID took hold off the community and heavily restricted the ability to consult with stakeholders and the council team. In response to the restrictions our team rapidly rolled out electronic consultation materials that allowed us to maintained project momentum whilst concurrently ensuring through capture of stakeholder, community and council department opinions, knowledge and allied project collateral.
Due to the nature of the precinct site and the scale of council aspirations, building consensus was a considerable challenge but we ultimately achieved through a robust yet flexible engagement and approval process.
What were our solutions?
Extensive stakeholder engagement was undertaken through each phase of the project, with a participatory and consultative focus on challenges, types and distributions of use, aspirations, activities and public realm quality. The stakeholder engagement was undertaken in close collaboration with the Logan City Council Place Making team and included extensive community consultation through the ‘Have Your Say’ portal. The consultation informed and validated the Precinct Plan’s focus upon providing safe precinct connectivity and activated places for communities to gather and celebrate.
How did we add value?
The Precinct Plan exemplifies the outstanding urban design outcomes that can be achieved when the client, stakeholders, community and design team collectively and consistently collaborate through all project phases with a unified mindset of focusing community energy into the precinct.
